CA Department of Fish and Game

Marine Region Mobile Web Application

The Marine Region Mobile Web Application allows the public access to marine-related information, including Marine Protected Areas MPAs, using internet-enabled mobile devices. MPAs were created pursuant to the Marine Life Protection Act (MLPA), which was designed to better conserve marine resources for their long-term sustainability while also enhancing outdoor recreation and ocean research opportunities along the coast. Using the application, members of the public (anglers, divers and other ocean users) can now find and track their current location using the GPS on a mobile device, locate the closest MPA(s) and determine whether or not the user is currently located within an MPA. Users can also locate any MPA and learn about their specific regulations and boundaries using an interactive map.

This tool will be invaluable to marine enthusiasts of all kinds while they are on California’s ocean waters or shores and will enhance the ability of Californians to protect our valuable marine ecosystem. Government Technology recently published an article informing the public of the application and explaining how it can be used.

In addition the application meets the provisions of the governor's 2010 Strategic Plan to make Marine Region data more accessible and to better serve the public. “We think this site is a thing of genius,” said DFG Director Charlton H. Bonham. “This site will help immensely in our outreach efforts regarding the MPAs. And, it was created in-house, without any additional resources provided to our Information Technology Branch. This site is testament to the caliber and commitment of DFG employees.”

Maintenance Service Request

The mobile version of the Caltrans Maintenance Service Request form enables the public to report problems and submit requests for maintenance service on California freeways and highways. The application allows users to indicate the problem type, describe the problem, locate where the problem is on a map and add a camera image of the situation to their report. Users can also track the status of their reports either within the application or by email updates.

CA Dept of Veterans Affairs

CalVet Mobile App

Veterans and their families now have a new smart phone tool to help them connect with their benefits and find services that will help them successfully transition from military to civilian life.

The California Department of Veterans Affairs (CalVet) has released mobile applications (apps) for California veterans and their families. These apps provide any-where, any-time access to information about employment, education, housing, health and other benefits and services available to California veterans. The apps, available for both Android and iPhone devices, detail specific veteran benefits, including eligibility, providers, hours of operation, and contact information. Using GPS technology, the apps provide maps and driving directions to the nearest County Veterans Service Office, U.S. Department of Veterans Affairs health facility and clinics, and other facilities and organizations that offer services to veterans.

Lastly, these mobile apps are connected to our Veterans database so if Veterans require additional services, they complete the mobile application online form and it’s programmatically sent to the targeted business area for action.

Main functionality of the app…

  • Browse or search for information about services available to veterans
  • Find service provider locations near you and their contact information – based on zip code and distance
  • Find service providers for health, education, employment and housing
  • Find your local County Veteran Service Offices and their contact information
  • Register with CalVet for more information about services and benefits

Technology behind the app…

The app is available as a native app for both the Apple iOS and Google Android platforms and can be downloaded from their respective stores. The iOS app was built using Apple’s Xcode and programmed in Objective-C. The Android app was built using Eclipse and programmed in Java. Using the open source SVN Bridge available on CodePlex, both Xcode and Eclipse are connected to CalVet’s Team Foundation Server for source control of the code. All location based data is geo-coded.

Dam Safety CARS

Dam Safety CARS is a comprehensive business solution that includes a Web Application, GIS Functionality and a Mobile Application.

The Dam Safety CARS Mobile solution allows for DAM Safety Staff to quickly and accurately collect instrumentation data while out in the field. It leverages GPS capabilities to find instrumentation, but also collects that same information as an audit log to verify where and at what time the inspection of the instrument was conducted. The mobile application also pulls in images of instruments to display while out in the field.

Additional capabilities include the capability to use the camera functionality to take pictures of existing instrument conditions; synchronized images and respective data are automatically sent up to the Dam Safety CARS database and available for all users.

This mobile application reduces the major activities time for the critical collection of field data by 50% and improves the data integrity of collected data.

CA Employment Development Dept

Accounting and Compliance Enterprise System (ACES)

ACES (Accounting and Compliance Enterprise System) is a Modern Integrated Tax System for the collection, processing, and accounting of payroll taxes. Implementation of ACES is classified as a huge achievement and has replaced EDD’s 26 year old Tax Accounting System, a legacy COBOL-based mainframe system that was increasingly unsupportable.

The ACES solution is a Commercial Off-the-shelf (COTS) solution that is highly configurable and, with continual version upgrades, is designed to never become obsolete. The following are among the benefits provided by the system:

  • Improves Tax Branch business processes
  • Provides customers with electronic payment options
  • Provides timely account payment history information
  • Performs quarterly reconciliation of payments and taxes
  • Supports the collection of DIR (Department of Industrial Relations) receivables
  • Increases collection revenue. Through the September 2011, the system has exceeded expectations and has generated over $117 million in additional revenue. ACES was procured under a benefit-based contract whereby the contractor is paid only from additional revenue generated by the system—this is revenue that exceeds historic baseline collections—and only after all State project costs are paid.
ACES Application is built using .net technology and SQL Database, the system is hosted on 25 physical servers and 80 virtual servers operating in 4 main environments. The system includes a large data warehouse consisting of approximately 3.4 billion records. The ACES solution also includes an internet application, enabling employers and tax professionals to file tax forms, make payments, and to access and maintain their employer account information. The number of on-line users has grown steadily and now totals approximately 106,000.

Electronic Benefits Payments

The Employment Development Department (EDD), in partnership with Bank of America, implemented technology in 2011 that is a new and more efficient way to deliver payments for Unemployment Insurance (UI), California State Disability Insurance (DI) and Paid Family Leave (PFL) through the issuance of the EDD Debit Card. The lag time between when the payment is authorized and when the payments are received is significantly reduced because Electronic Benefits Payments (EBP) allows immediate access to the funds deposited to the claimant’s EDD Debit Card . Claimants have immediate access to the funds and can monitor their account online through the Bank of America website to confirm when funds are available.

Claimants also receive the advantage of being able to manage their account, monitor transactions and establish direct deposit transfers through a dedicated website for California EDD claimants established by Bank of America. If the claimant has any questions, he or she can view the account through the website or can contact the Bank of America call center which is available 24 hours a day, 7 days a week for support. This partnership in technology results in faster payments, easier funds management and continuous support for the millions of Californians relying on benefits processed through the EDD.

In turn, the EBP effort allows the EDD to provide a 21st century approach to payment processing.

EDD Web Cert

The Employment Development Department (EDD) has implemented EDD Web-Cert, a web-based technology that allows most Californians to submit bi-weekly claim forms for Unemployment Insurance (UI) benefits via the EDD website. Once claimants have a valid claim for UI benefits, most claimants can certify online. No more filling out papers and mailing them back to the EDD. Through built in edits, the online form eliminates many common fill-in errors and it processes the responses electronically resulting in faster payment of benefits. In addition, the claimants receive a confirmation number that allows them to check the status of a certification submitted on the EDD website to find out its status reducing the overall volume of calls to the EDD every month.

The EDD Web-Cert provides Californians with an easier method to submit bi-weekly to claims forms; is accessible 24 hours a day, 7 days a week; and takes advantage of technologies that allow the EDD to modernize unemployment insurance claims processing.

CalFile is a free, interview-based direct to government online application FTB developed for taxpayers to complete and e-file their California state tax return. CalFile is available to single, head of household, married filing separate and joint income tax filers. Live Chat

In March 2011, FTB implemented Live Chat as a new communication channel to better serve our taxpayers. This service uses a live agent to respond to taxpayers in real time via the internet. Taxpayers can click an icon on the FTB website to “chat” with an agent regarding non-confidential filing questions for both Personal Income Tax and Business Entity Tax. During 2011, nearly 72,000 taxpayers were assisted using this new technology. Taxpayer customer survey feedback has been overwhelmingly positive.

ReadyReturn

ReadyReturn is a free, direct to government voluntary service in which FTB uses information the state already has to pre-fill a California state tax return. ReadyReturn, which is available to single and head of household taxpayers, allows them to see what their employer reported to the state. Taxpayers can change the pre-filled deductions, credits, income, and make other changes to reflect their tax situation. The taxpayer completes the entire transaction on the FTB website, which has a long-standing history of electronic data security.

CA State Parks

OHMVR Injury App

The Department of Park and Recreation’s Off-Highway Motor Vehicle Recreation (OHMVR) Division currently captures data relating to park visitor injuries using card-based Scantron technology. The "bubble" cards are filled out by State Park Rangers in the field by hand, collected, and then scanned into a database. The current system is time consuming and inefficient and does not collect data on the location of the injury scene. In addition, machine-readable scantron cards are often subject to error. DPR’s OHMVR Division is partnering with T-Mobile and Sytech to replace the existing Scantron-based process with a new tablet-based solution. Streamlining this process by using tablet computers will not only be more efficient, but it will also provide OHMVR with the important ability to track data on the location of accidents through the real-time capture of the GPS coordinates of an injury scene.

The CalParks mobile apps, available for iPhone and Android, mark an exciting new opportunity for visitors who want to explore California’s many parks while also addressing some long-held frustrations with the traditional sources of information about our California State Parks.

While there is no shortage of park information available in print or online, it can be difficult for visitors to take that information along with them without cumbersome workarounds such as printing, emailing web pages, and lugging paperwork.

In contrast, this new app by the California State Parks Foundation in partnership with California State Parks and EveryTrail offers visitors a detailed, media-rich, interactive, and location-aware experience, complete with Guides to over 45 parks. It is light-weight and always up-to-date with the latest park information.

CA State Water Resources Control Board

Creek Watch

Creek Watch is an application that enables people to help monitor the health of their local watershed. Whenever passing by a waterway they can spend a few seconds using the Creek Watch application to snap a picture and report how much water and trash is seen. Creek Watch aggregates the data and shares it to help watershed groups and agencies track pollution and manage water resources.

A map on the Creek Watch Website displays data that's already been contributed. Data is also accessible in table form.

The application is now available in the iTunes App Store.

CalTrans Quickmap

The Caltrans Quickmap application displays a map of the user's location with traffic speed, CHP incidents, lane closures, changeable message signs, chain controls and traffic cameras. Users can easily toggle the options they want displayed using a touch menu. The application will remember those preferences. When users touch one of the traffic data icons on the map, an info-window will open showing a camera image or more detail about the closure, sign, incident or chain control at that location.

City of Fresno Information Services Department

ShapeFresno

A GIS based application that allows for 3D modeling and “what if” type scenarios for the City of Fresno area. Application contains various GIS layers including: bike lanes, bus stops, bus routes, high speed rail alignment options, city limits, council districts, downtown neighborhoods, enterprise zones, and zoning.

Application allows for users to submit their own models; including adding their own KML and KMZs that they have created. Developers would be able to submit their proposed plans and load into ShapeFresno to get an accurate look and feel of their development. Application utilizes Google earth and Google SketchUp technology.

Application was created in-house by City of Fresno staff with open source toolset with no software licensing costs. We will be working with local youth groups interested in technology to partner with Developers assisting them in submitting 3D proposed development plans.

County of Marin

Legal System Apps / Property Assessment

1 - EJUS (Electronic Justice System)

EJUS provides an integrated view into justice information for Marin justice departments as well as Marin justice partners. These partners include the Sherrif, District Attorney, Probation, and Public Defender. The application is also used by Marin Superior Court, all law enforcement agencies in the county, CHP, San Quentin, DOJ, etc.

Marin Justice integration started 20 years ago with applications on the mainframe, evolving over time into separate systems specific to the various justice departments. EJUS gives access to all these sources of information in an integrated view and provides appropriate security for data access. EJUS is a search mechanism for criminal data by person, case, address, calendar, DA, subpoena, or booking information, and provides case information on DA cases, Court cases, Court minutes, and Probation cases.

EJUS is a web application capable of running on mobile devices such as the iPad or iPhone. The County of Marin has begun this as an exercise to explore the usability of this application running in a mobile format.

2 - Gideon (Public Defender Case Management System)

GIDEON, a case management system for the Public Defender of Marin County, is a Windows .net client server application capable of running on Windows mobile devices such as the Dell tablet. GIDEON allows the Public Defender to open and maintain criminal and non-criminal cases represented by their office and supports a wide range of functionality including the following:

  • Bulk opening of criminal cases
  • Quick client reference
  • Document Template Library
  • Integration with the County’s Imaging System
  • Case Notes
  • Declare conflicts from a generated list
  • Internal Dept Messaging
  • Workflow Tasks
  • Court Minutes/Calendar Access
  • Reports Module
  • And other modules
Based on client interest, the next step is to determine mobility use cases for this application.

3 - DARWIN (District Attorney Records Workflow Information Network)

DARWIN, a case management system of adult criminal cases for the District Attorney’s office, is a Windows client server application capable of running on Windows mobile devices such as the Dell tablet. It provides electronic data exchange between the DA with law enforcement and the Courts. It also provides integrated views of Probation and Court data.

The primary users of this application are attorneys for its data capture and workflow capabilities such as: importing or entering referred cases, complaint generation, document generation integrated with imaging, probation petitions, attorney assignments, etc.

4 - COMPASS (County of Marin Property Assessment System)

COMPASS is the County of Marin Property Appraisal Support System. It is a Windows client server application capable of running on Windows mobile devices such as the Dell tablet, and is in the process of testing for use with multiple mobile devices.

COMPASS is designed primarily to support query, reporting, and data analysis of data directly related to the real property appraisal functions for the Assessor Recorder department. It also provides workflow functionality that manages appraisal workload. Some of the main features of COMPASS include information about residential and commercial properties, exemptions, mapping, permits, and tax rolls.

The kNOw Youth Media - Fresno

Fresno BusTracker

A web based application that allows the Fresno community to report and track incidents on the Fresno bus system. The data collected from this application will inform our City on ways the bus system can improve. Application categorizes incidents and reports them geographically utilizing Google maps. Incidents can be filtered based on beginning and end dates. Application provides alerts via e-mail and RSS feeds. In partnership with the City of Fresno, plans are under way for phase two of the application to make it a mobile app with real-time bus locator and tracking. Application was created as a project for the The kNOw Youth Media, a youth-serving organization whose mission is to equip young people with media skills to tell their stories and the stories of their community.
